Position Title: Project Coordinator – WASH Programme
Base Location: Nagaon, Assam (with one week per month based at the WDC Office, Guwahati)
Positions Reporting to: Director, Women's Development Centre
Technical Lead: WASH Specialist, UNICEF office for Assam and NE Field Office.
The Project Coordinator will be responsible for coordinating, and providing technical oversight for WASH programme in Nagaon and Morigaon District and rangia ULB with extended handholding support to Barpeta, Goalpara, Kamrup Rural (Rangia block), BTR districts-Chirang, Kokrajhar, Udalguri. The position will serve as the Key focal point for cross-sectoral collaboration, , and implementation support. The coordinator will also contribute to the broader programme goals through regular coordination with the state team based at WDC, Guwahati.
Coordinate WASH programme implementation across key sectors (DoHUA, DWCD, NHM, SmSA, SIPRD, PHED (JJM/SBM-G) in focused districts with the district coordinators.
Facilitate convergence among relevant government departments and stakeholders to ensure effective implementation of WASH interventions.
Conduct regular field monitoring through use of monitoring trackers, supportive supervision, and data collection to assess implementation quality and ensure timely corrective action.
Prepare periodic reports, case studies, and documentation of innovations, good practices, and lessons learned for both district and state-level dissemination.
Travel to Guwahati once per month to engage with the WDC team, participate in review and planning meetings, finance and provide technical feedback on district-level progress.
Undertake any other responsibilities relevant to the achievement of programme outcomes, as assigned by the supervisor.
Willing to travel 60-70% of their time within the selected districts for implementation of the project.
The Project Coordinator will also be responsible for overlooking project activities directly in Nagaon, Morigaon and Rangia ULB.
State and ULB level technical assistance for Faecal Sludge and Septage Management (Institutional strengthening, Capacity Building, SBC campaign, Handholding, Supportive Supervision, Monitoring mechanism, strengthening of lab system for FS/wastewater testing and upgradation of the operational FSTPs through advanced technologies to monitor the carbon footprints) (ULBs – Nagaon & Rangia)
Handholding support for WASH Capacity Building, monitoring, and system strengthening at the district level in collaboration with PHED, ULBs, P&RD for SBMG and JJM at Nagaon.
Technical support to district SmSA for CR+WASH in school programs and implementation of annual action plans on climate resilient WASH in Schools (clean and green) and MHM with a focus on equity, gender transformation, SBC.(1&2 star schools including PM SHRI & KGBV schools of focused districts of Nagaon and Morigaon)
Technical Support to DWCD/Poshan Abhiyan for capacity building on sustainable WASH services in AWCs in collaboration with Nodal departments to ensure last-mile are covered from an equity perspective in Nagaon and Morigaon.
Postgraduate degree in Public Health, Social Work, Environmental Science, Rural Development, Sanitation Engineering, Mass Communication
Additional training or certification in WASH, FSSM, project management, or gender equity will be an added advantage.
Minimum 3–4 years of progressively responsible experience in managing and coordinating large-scale WASH, sanitation, or public health projects, preferably with a focus on institutional strengthening and community systems.
At least 3 years of field-level experience in coordination roles involving government departments, NGOs, and community-based organizations.
Experience in multi-sectoral coordination with line departments such as DWCD, NHM, DoHUA, SmSA, and PHED is essential.
Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint) and digital monitoring tools.
Proven ability in planning, implementing, and monitoring WASH and/or FSSM programmes across multiple districts or geographies.
Sound understanding of national flagship missions (e.g., SBM, JJM, Poshan Abhiyan, Kayakalp) and their application at the district and block levels.
Strong skills in report writing, documentation of best practices, and preparation of strategic action plans and budgets.
Excellent interpersonal, facilitation, and negotiation skills with the ability to work across cultures and government hierarchies.
Strong verbal and written communication skills in English and Assamese.
Demonstrated ability to lead field teams, conduct trainings, and manage partnerships at district and state levels.
Willingness to travel extensively (60–80% time) across assigned districts and to Guwahati as required.
